Project overview
A tenant improvement and community centre renovation for the City of Surrey at 11475 126A Street, delivered by Hilson Construction as general contractor. Part of the existing Bridgeview community centre was transformed into a licensed daycare for 48 children, from infants through age five, while the centre’s gym and commercial kitchen stayed in place. The contract value was approximately $1.2 million.
The need
The City of Surrey needed approximately 10,000 sq. ft. of an existing community centre converted into a Métis Family Services (MFS) licensed daycare, with dedicated classrooms, washrooms, kitchenettes and nap rooms sized for 48 children. The renovation also had to deliver MFS staff and office areas, a point-of-sale office for the community centre and new gender-neutral and universal washrooms, and it had to add new electrical and mechanical systems that improve energy performance and meet applicable ASHRAE requirements. Throughout, the community centre’s gym and commercial kitchen had to keep functioning.

What made it demanding
The work took place inside an existing community centre, so new construction had to be integrated with existing building conditions while the gym and commercial kitchen stayed in use. Another contractor worked at the same time on the adjacent outdoor play area on the southeast side of the building. The City designated construction access routes for workers and deliveries, and existing entrances, exits, sidewalks, parking and delivery areas had to stay clear. Phasing had to limit disruption to normal facility operations and vehicle movement, and all work had to comply with City of Surrey bylaws and noise restrictions, with any work outside permitted hours needing prior approval.
How Hilson delivered
Hilson’s approach centred on detailed trade coordination, phased construction and active site management. The project schedule integrated the major construction activities so that electrical, mechanical, plumbing, framing, drywall, finishes and commissioning were coordinated from start to finish. Hilson worked alongside the City of Surrey, the project consultant, other contractors on site and outside agencies. Site logistics were managed through designated access, controlled material deliveries and the required traffic controls. Hilson provided continuous supervision of its skilled workers and subcontractors and kept overall responsibility for the work.
What was delivered
The completed project gives the community centre a new MFS licensed daycare for 48 children, with dedicated classrooms, washrooms, kitchenettes and nap rooms, alongside MFS staff and office space, a community centre point-of-sale office, gender-neutral and universal washrooms, and new electrical, mechanical, plumbing, lighting and low-voltage systems. For municipalities, school boards and childcare operators, it shows Hilson delivering a complex, multi-trade tenant improvement inside an existing community facility while that facility’s other spaces keep working.
